Washington state allows for a storage shed of up to 120 square feet, with some exceptions allowing up to 200, without need of a permit as long as it meets zoning code requirements including setbacks and lot coverage.
All sheds can be insulated, and finished inside to any degree you would like. They can be wired, although, you will have have the electical connection made yourself. other than that he sky is the limit. They are built with 2x6 or poured concrete floors, and come with exterior metal doors, compatable with any household door hardware. They have 2x4 walls 16 inches on center, and can be insulated and/or lined with plywood for more security. There is no such thing as a perfectly secure anything, but if someone wants into one of these, they are going to make alot of noise getting in, They will stop your average opportunistic thief that just happens by.
These are built to last, with no expense spared and security in mind. Considerable cost could be shaved from these, your average custom shed, is going to cost less.
